We know from our Sunnah that the shayateen are locked up in the month of Ramadan. Shaytan being locked up doesn't necessitate that you will stop sinning. Certain sins stem from our inner-self and our nafs.
We need to learn to tame our own carnal desires. And once we achieve this goal the presence or lack of shaytan will not effect it.
