Eastern countries have "Qadhi Offices" where a man and a woman can get married without the presence of a wali. The Prophet صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ said "there is no marital contract except by the permission of the wali".
The Hanafi school is more relaxed when it comes to the issue of a wali being present. The Hanafi madhab recommends it. Although a vast majority of scholars have rejected this because of the fitna and evildoing in our times.
